Senior Training and Development Officer

About the role

The Independent Commission Against Corruption (ICAC) seeks a Senior Training and Development Officer to lead the design, delivery and evaluation of learning programmes for its staff in Port Moresby. This full‑time, on‑site position focuses on building capabilities that support ICAC’s anti‑corruption mandate.

Key responsibilities

• Conduct comprehensive Training Needs Analyses to identify skill gaps across the organisation.
• Develop and implement training strategies and curricula aligned with ICAC’s objectives.
• Design, deliver and facilitate training modules, workshops and e‑learning courses.
• Manage and optimise the Learning Management System for content distribution and tracking.
• Evaluate programme effectiveness through assessments, feedback and performance metrics.
• Collaborate with internal stakeholders to ensure training aligns with operational priorities.
• Promote a culture of continuous professional development and knowledge sharing.

Required profile

• Bachelor’s degree in Human Resources, Education, Organizational Development or a related field.
• Proven experience in training design, delivery and evaluation, preferably in a law‑enforcement or anti‑corruption environment.
• Strong analytical ability to assess training impact and recommend improvements.
• Excellent communication skills for stakeholder engagement and facilitation.
• Self‑motivated, detail‑oriented and able to meet deadlines independently.
