Education in Emergencies & DRM Policy Review Consultant

About the role

UNICEF is seeking an experienced consultant to lead a comprehensive review of Papua New Guinea’s Education in Emergencies (EiE) and Disaster Risk Management (DRM) policies. The assignment will support the National Department of Education and its partners in strengthening preparedness, response, and long‑term resilience for vulnerable learners.

Key responsibilities

• Analyse existing national and sector‑wide EiE and DRM policies against regional and global frameworks.
• Identify gaps, overlaps, inconsistencies and opportunities for alignment.
• Assess institutional capacities, coordination mechanisms and implementation challenges.
• Engage with UN agencies, sub‑national education authorities, and other stakeholders through consultative workshops.
• Produce a detailed policy review report and a roadmap with strategic, high‑impact recommendations.

Required profile

• Advanced degree in Education, Public Policy, Disaster Management or a related field.
• Proven experience conducting policy analysis and reviews in the education sector.
• Familiarity with international EiE, DRM and climate‑change frameworks.
• Strong analytical, writing and presentation skills.
• Ability to work collaboratively with government officials and UN partners.
