Transport Expert – Non-Key Expert for EU Technical Assistance

About the role
NTU International is seeking a Transport Expert to provide non‑key expert technical assistance for an EU‑funded cooperation facility covering Papua New Guinea and the Pacific Islands. The assignment runs for 36 months starting 1 February 2027 and involves supporting the EU Delegation in programming, implementation, monitoring and evaluation of transport‑related development programmes.
Key responsibilities
- Deliver technical assistance on transport infrastructure, sustainable mobility, and climate‑resilient projects.
- Support the design, preparation and feasibility studies of roads, bridges, ports, and airport infrastructure.
- Provide guidance on multimodal connectivity, freight logistics and rural‑urban mobility solutions.
- Assist in policy, regulatory and institutional strengthening for transport sectors.
- Monitor and evaluate transport programmes, ensuring alignment with EU funding requirements.
- Coordinate with partner‑country institutions, stakeholders and EU bodies, including travel to remote locations as needed.
Required profile
- University degree (post‑graduate preferred) in transport engineering, civil engineering, transport planning, logistics or a related discipline.
- Minimum 6 years of professional experience in transport, infrastructure or mobility projects in developing‑country contexts.
- Demonstrated experience in Papua New Guinea, the Pacific region or similar environments.
- Proven ability to work independently and within multicultural, multidisciplinary teams.
- Willingness to travel internationally and locally, including to remote areas.
