Procurement & Contract Specialist – Infrastructure Projects

About the role

We are looking for a Procurement & Contract Specialist to support the planning, procurement and delivery of major road and highway infrastructure projects. The role involves developing procurement strategies, preparing tender documentation and managing the full contract lifecycle to ensure timely and cost‑effective project execution.

Key responsibilities

• Develop and implement procurement strategies for road and highway infrastructure projects.
• Prepare procurement plans, tender documents, RFPs, RFQs and related bidding materials.
• Manage pre‑qualification, tendering, bid evaluation, contract award and negotiation processes.
• Maintain procurement and contract records, reports and audit documentation.
• Support project risk management related to procurement and contract administration.
• Provide procurement and contract advisory services to project stakeholders.

Required profile

• Bachelor’s degree in civil engineering or a related field.
• Minimum 5 years experience preparing bidding documents and managing procurement of works, goods, consulting and non‑consulting services.
• Experience developing strategic procurement plans, preferably for projects funded by multilateral development banks.
• Strong written and verbal communication skills in English.
