Local Governance and Social Accountability Lead

About the role

The Local Governance and Social Accountability Lead will provide strategic, technical and managerial leadership for the Building Community Engagement in Papua New Guinea (BCEP) Programme. The role focuses on strengthening accountability and responsiveness between citizens, civil society, churches, government institutions and service providers.

Key responsibilities

• Guide implementation and periodic updating of BCEP’s Social Accountability Strategy and theory of change.
• Strengthen partners’ capacity to apply practical accountability and community engagement approaches.
• Coordinate with Government of PNG and Sub‑National Lead on Open Government Partnership engagement and NSAF pilots.
• Ensure evidence, learning and reflection inform program decisions and adaptive management.

Required profile

• Tertiary qualification in international development, community development, social science, governance, theology or related field.
• At least 10 years of experience in development, governance, transparency, social accountability or civil society strengthening.
• Strong understanding of PNG political, social and institutional context.
• Experience managing staff and technical advisers to deliver quality outcomes.

Required skills

• Design and implement development projects or programmes using evidence‑based improvements.
• Apply social accountability, citizen engagement or local governance approaches in a development context.
• Use a range of capacity development modalities such as training, coaching, mentoring and job aids.
