Procurement Officer

About the role

The Procurement Officer will support ADB‑financed loan, grant and technical assistance projects in Papua New Guinea. Based at the Resident Mission in Port Moresby, the role reports to the Director of the Procurement Division and is matrixed to the Country Director. You will act as ADB’s procurement subject‑matter expert, advising executing and implementing agencies and ensuring compliance with ADB procurement policies.

Key responsibilities

• Develop and review procurement strategies, market analyses, risk assessments and capacity‑building plans for executing and implementing agencies.
• Review bidding documents, evaluate bids, and endorse procurement and consulting transactions within delegated authority.
• Provide advice on contract implementation, management issues and support tripartite review meetings with government representatives.
• Assist in the preparation and implementation of the Country Partnership Strategy and other policy‑related activities.
• Support monitoring, tracking and reporting of procurement activities across all ADB‑financed projects.

Required profile

• University degree in business, economics, engineering or a related field.
• Several years of professional experience in procurement, preferably within international development or public‑sector projects.
• Strong knowledge of ADB Procurement Policy (2017) and Procurement Directive (2026).
• Demonstrated ability to conduct capacity assessments, market analyses and risk assessments.
• Excellent communication skills in English and ability to work with government agencies, consultants and partners.
