Public Finance Management Expert (Gender-Responsive Budgeting)

About the role

NTU International is seeking a seasoned Public Finance Management Expert to provide technical assistance for EU‑funded programmes in Papua New Guinea and the broader Pacific region. The assignment runs for 36 months starting February 2027 and focuses on public budgeting reforms, fiscal governance, and gender‑responsive budgeting.

Key responsibilities

• Support the EU Delegation in programming, implementation, monitoring, and evaluation of development cooperation operations.
• Conduct public finance management assessments and advise on reforms.
• Develop and review budget preparation, execution, and reporting processes, including Medium‑Term Expenditure Frameworks.
• Integrate gender equality considerations into public financial management systems.
• Facilitate coordination with partner‑country institutions and stakeholders across the Pacific.

Required profile

• University degree (post‑graduate preferred) in economics, public finance, development economics, gender and development, or a related field.
• Minimum 6 years of professional experience in public finance management, fiscal governance, or public sector reform in developing countries.
• Demonstrated ability to produce high‑quality reports and communicate effectively in multicultural settings.
• Willingness to travel internationally, including to remote areas.
