Public Finance Management Expert (Gender-Responsive Budgeting)

About the role

NTU International is seeking a Non‑Key Expert in Public Finance Management, including Gender‑Responsive Budgeting, to support EU‑funded technical assistance in Papua New Guinea and the wider Pacific region. The assignment runs for 36 months starting 1 February 2027 and involves working closely with the EU Delegation to the Pacific and partner‑country institutions.

Key responsibilities

• Provide technical assistance for public finance management reforms, budgeting, and expenditure management.
• Support the design and implementation of fiscal governance frameworks and public sector financial reforms.
• Integrate gender equality considerations into budgeting processes and conduct gender‑responsive budget analyses.
• Prepare high‑quality reports, policy briefs, and documentation for EU programmes.
• Coordinate with multidisciplinary, multicultural teams and facilitate dialogue with local stakeholders.
• Travel to remote locations in Papua New Guinea, other Pacific islands, and potentially Timor‑Leste as required.

Required profile

• University degree (preferably postgraduate) in economics, public finance, public administration, development economics, gender and development, or a related field.
• Minimum six years of professional experience in developing countries on public finance management, budgeting, fiscal governance, or public sector reform.
• Demonstrated ability to work independently and within multicultural teams.
• Excellent written and oral communication skills, with experience drafting policy documents and reports.

Required skills

• Strong knowledge of Public Finance Management, preferably in the Pacific context.
• Expertise in gender‑responsive budgeting and gender mainstreaming within public finance systems.
