Public Finance Management Expert (Gender-Responsive Budgeting)

About the role

NTU International is seeking a Non‑Key Expert in Public Finance Management, with a focus on gender‑responsive budgeting, to support EU‑funded programmes in Papua New Guinea and the wider Pacific region. The assignment runs for 36 months starting 1 February 2027 and involves providing technical assistance to the EU Delegation and partner‑country institutions.

Key responsibilities

• Deliver technical assistance for public finance management reforms, budgeting, and fiscal governance.
• Conduct PFM assessments, develop medium‑term expenditure frameworks and programme‑based budgets.
• Support budget preparation, execution, monitoring, reporting and public expenditure reviews.
• Integrate gender‑responsive budgeting and gender equality considerations into public financial systems.
• Facilitate coordination and dialogue with government agencies, donors and other stakeholders across Papua New Guinea, the Pacific islands and, as needed, Timor‑Leste.

Required profile

• Post‑graduate degree in economics, public finance, development economics, gender and development or a related field.
• Minimum six years of professional experience in developing countries working on public finance management, budgeting or fiscal governance.
• Strong knowledge of PFM in the Pacific context and of gender‑responsive budgeting.
• Excellent written and oral communication skills and ability to produce high‑quality reports.
• Proven ability to work independently and within multicultural teams, with willingness to travel to remote locations.
