Transport Expert – Non-Key Expert (Consultant)

About the role
NTU International is seeking a qualified Transport Expert (Non‑Key Expert) to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The assignment runs for 36 months starting 1 February 2027 and focuses on transport infrastructure, sustainable mobility, connectivity and climate‑resilient solutions.
Key responsibilities
- Support the EU Delegation in programming, implementing, monitoring, reviewing and evaluating development cooperation operations.
- Deliver technical assistance on transport infrastructure planning, feasibility studies, project preparation and asset management.
- Provide expertise on roads, highways, bridges, maritime ports, inter‑island connectivity and aviation facilities.
- Advise on rural and urban mobility, freight logistics, multimodal connectivity and low‑carbon transport options.
- Contribute to climate‑resilient transport design, disaster risk reduction and transport policy and regulatory strengthening.
- Facilitate coordination and dialogue with partner‑country institutions and other stakeholders.
Required profile
- University degree (preferably postgraduate) in transport engineering, civil engineering, transport planning, logistics or a related field.
- Minimum 6 years of professional experience in transport, infrastructure or mobility projects in developing‑country contexts.
- Demonstrated experience in Papua New Guinea, the Pacific region or similar environments.
- Experience with at least one EU‑funded project.
- Excellent written and oral communication skills, with ability to produce high‑quality reports in culturally sensitive settings.
