Transport Expert – Non-Key Expert for EU Pacific Projects

About the role
NTU International is seeking a Transport Expert to provide non‑key technical assistance for an EU‑funded cooperation facility covering Papua New Guinea and other Pacific Island countries. The assignment runs for 36 months starting 1 February 2027 and involves supporting the EU Delegation in programme design, implementation, monitoring and evaluation of transport‑related development actions.
Key responsibilities
- Conduct feasibility studies and prepare project documentation for road, bridge, maritime and aviation infrastructure.
- Support the design and implementation of sustainable, low‑carbon and climate‑resilient transport solutions.
- Provide technical input for asset management, maintenance strategies and road safety programmes.
- Assist in policy development, regulatory strengthening and institutional capacity building.
- Monitor and evaluate transport programmes, ensuring alignment with EU funding requirements.
- Coordinate with local authorities, regional partners and other stakeholders, including travel to remote sites as needed.
Required profile
- University degree (preferably postgraduate) in transport engineering, civil engineering, transport planning or a related discipline.
- Minimum six years of professional experience in transport, infrastructure or mobility projects in developing‑country contexts.
- Demonstrated experience in the Pacific region, especially Papua New Guinea, or comparable environments.
- Excellent written and oral communication skills, with ability to produce high‑quality reports in culturally sensitive settings.
- Proven ability to work independently and within multidisciplinary, multicultural teams.
