Transport Expert – Non-Key Expert

About the role

NTU International is seeking a Transport Expert (Non-Key Expert) to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The assignment supports the implementation of transport‑related development measures, focusing on sustainable, climate‑resilient infrastructure and mobility solutions.

Key responsibilities

• Deliver technical assistance for transport infrastructure planning, development and evaluation.
• Conduct feasibility studies, project preparation and asset‑management assessments for roads, bridges, ports, aviation facilities and multimodal logistics.
• Support sustainable and low‑carbon transport initiatives, climate‑resilient design and disaster‑risk reduction.
• Provide monitoring, review and evaluation of transport programmes, including policy and regulatory strengthening.
• Coordinate with EU Delegation, partner‑country institutions and stakeholders, ensuring culturally sensitive communication.

Required profile

• University degree (preferably postgraduate) in transport engineering, civil engineering, transport planning or a related discipline.
• Minimum 6 years of professional experience in transport, infrastructure or mobility projects in developing‑country contexts.
• Experience in Papua New Guinea, the Pacific region or other similar environments is highly valued.
• Proven ability to draft high‑quality reports and communicate effectively in multicultural settings.
• Willingness to travel internationally and to remote locations as required.
