Monitoring, Evaluation and Learning Advisor – Strongim Wok Long TVET

About the role

The Monitoring, Evaluation and Learning (MEL) Advisor will provide advisory support to PNG’s Department of Higher Education, Research, Science, and Technology (DHERST) to strengthen its capability to monitor, evaluate, report on, and learn from the implementation of higher education and TVET reforms under the Strongim Wok Long TVET program.

Key responsibilities

• Review and refine DHERST’s MEL and performance management frameworks, tools, indicators, data sources and reporting requirements.
• Develop practical MEL frameworks, dashboards, and performance reporting systems aligned with DHERST’s corporate plan and reform priorities.
• Support DHERST in monitoring, evaluating and reporting on reform implementation, outcomes and learning, including establishing regular review forums.
• Coordinate with SWLT team, DFAT and other stakeholders to ensure coherent and complementary approaches.
• Mentor DHERST staff, providing coaching, training and resources to sustain MEL functions beyond the assignment.

Required profile

• Proven experience in monitoring, evaluation and learning advisory roles, preferably in higher education or TVET sectors.
• Demonstrated ability to design and implement MEL frameworks, indicators and reporting tools.
• Experience working with government ministries and development partners in a multicultural environment.
• Strong understanding of gender equality, disability, and social inclusion considerations in MEL systems.

Required skills

• Design and implementation of MEL frameworks and theory of change.
• Development of performance dashboards and reporting tools.
• Data collection methodology design, baseline setting and target definition.
• Capacity building and coaching of staff on MEL processes.
