Trade & Business Climate Expert (Non-Key) – Pacific Region

About the role

NTU International is seeking a Non‑Key Expert in Trade & Business Climate to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The expert will support the EU Delegation in programming, implementation, monitoring and evaluation of trade‑related development operations, and will facilitate dialogue with partner‑country institutions.

Key responsibilities

• Deliver technical advice on trade policy, trade facilitation, market access and regional economic integration.
• Analyse business environment and investment climate reforms, including value‑chain and SME development.
• Support design, implementation and evaluation of private‑sector development programmes.
• Facilitate public‑private dialogue, stakeholder engagement and capacity‑building activities.
• Prepare high‑quality reports, policy briefs and documentation for EU Delegation and partners.
• Undertake missions in Papua New Guinea, other Pacific islands and, as required, Timor‑Leste.

Required profile

• University degree (post‑graduate preferred) in economics, international trade, development economics, public policy or related field.
• Minimum six years of professional experience in trade, business climate or private‑sector development in developing‑country contexts.
• Proven ability to work independently and within multidisciplinary, multicultural teams.
• Excellent written and oral communication skills, with experience drafting policy documents.
• Willingness to travel internationally and to remote locations.
